Over 10 percent of all UK adults have never used the internet, according to data from the Office for National Statistics.
The organisation said that data gathered for the period January to March 2015 showed that a whopping 5.9 million adults have never used the internet, down just one percent from the same time last year, despite efforts to boost digital inclusion.
Overall, the percentage of adults who have never used the internet has decreased from 17 percent in the first quarter of 2011 to 11 percent now, as the chart below shows.
Conversely, 44.7 million adults are online and using the web regularly, which equates to 86 percent. This leaves a small three percent who have used the internet before, but do not use it regularly.
The South East has the highest proportion of regular internet users, at 90 percent, while Northern Ireland has the lowest at 80 percent.
Furthermore, people who are disabled use the internet less than those who are not disabled, at 68 percent versus 92 percent.
Those who are disabled and aged 75 and over use the internet far less often than the majority of people at just 27 percent.
Overall, anyone aged 75 and over is less likely to be online. Just 40 percent of those in this age bracket use the internet regularly.
Rachel Neaman, CEO of digital skills charity Go On UK, said it was clear that despite the fall in people who have not used the web there is more to be done.
"We are past the point where it is enough just to ‘be online’; you also need to have the digital skills in order to fully benefit from the opportunities available," she said.
"At Go ON UK we have defined these basic digital skills, and continue to work with the 10.5 million UK adults who lack them."
Author's View: It seems shocking that in 2015 there are still so many people in the UK who are not using the benefits of the web.
It is especially dispiriting to see that disabled people are the most likely to not be online as the benefits that internet access can offer, such as online shopping, access to government services and health information, are not being used.
The government, and associated organisations dedicated to getting more people online, must do as much as they can to change this situation.
