In a formal response to the Commons Committee on Public Administration, the Cabinet Office insisted on the independence of the commission in monitoring the performance of auditors against a code of practice which it draws up. Responding to a demand from the committee for reasons why each non-departmental public body has been excluded, it said that anyone complaining about the conduct of an audit should raise the matter with the auditor, and then with the commission, with the final decision taken by commissioners. The Cabinet Office said: 'It would be inappropriate to bring it under the jurisdiction of another review body such as the ombudsman.'
