Amicus, the UK's largest private sector union, has challenged the Department of Trade and Industry (DTI) over its recent assertion that there has been no great loss of UK call centre and other jobs to offshore outsourcers.
The union's comments came in response to DTI minister Patricia Hewitt's claim that this loss of jobs is a "myth".
For some time Amicus has been calling for a parliamentary commission on offshoring, and said that the DTI's recently promised study into the impact of outsourcing "falls well short".
The DTI study will look at call centre jobs only, but Amicus maintained that other jobs, such as IT, administration and back-office functions, are also in danger of going abroad.
Amicus claims that its fears are confirmed by recent announcements, including last week's decision by Aviva to offshore 2,350 insurance jobs and HSBC's intention to offshore 4,000 jobs.
In both announcements a range of job functions, including call centre operations, were involved.
Dave Fleming, national secretary of Amicus, said in a statement: "We welcome the DTI's announcement. However, they have missed the target.
"The offshoring blight that is happening in the service sector does not only affect call centre jobs but thousands of IT, back-office and administrative jobs as well.
"We hope this study will get to the crux of the problem without just rubberstamping what the prime minister and other senior cabinet members have been saying: that the problem is just a fact of life that we have got to live with."
