Among the measures will be a new exemption from tax for the profits of small fund-rasing trades run by charities and an extension and alignment of the income tax and VAT exemptions for charity fund-raising events.Zero-rating of advertisements bought by charities will be widenened while specific VAT measures will be introduced including relief for bathrooms in day centres and relief donated goods sold.The de minimis limit below which charities and other businesses do not have to account for VAT when they deregister has been raised from from £250 to £1,000.Leslie Jones, deputy chairman of the Charites Finace Directors Group said: 'We were expecting Brown to be fairly generous as far as giving was concerned. Tax imposition was a concern particularly irrecoverable VAT which is estimated to cost £450m a year and has always been with us but also ACT relief which has cost the sector £350m.'Early indications are that there will be benefits, but not worth more than £100m. It does not go anywhere near meeting the tax burden placed on charity.'
