The UK Consumer Association has warned that Net commerce will not take off until consumers are sure the Net is secure. In a recent report, it welcomed an EC directive on distance buying which assures consumers of the identity of a merchant and the right of the consumer to withdraw from the contract without penalty for up to seven days.
