The company said that it would offer price cuts, free training seminars and software extras to firms migrating from Mercury products.
Rational is a software development tool, while Tivoli is a program to help IT managers automate certain network management tasks.
IBM's new campaign, coupled with delays in HP's planned acquisition of Mercury, could spell trouble for the company, according to Julie Craig, a senior analyst at research firm Enterprise Management Associates.
"It looks like IBM is going to play hardball with Mercury," Craig told vnunet.com. "Rational is a very strong, very seasoned solution that can go head-to-head with Mercury in the marketplace."
Craig added that the extras in the package could be the key to driving businesses from Mercury to IBM. The Tivoli package and Open Process Automation Library could be particularly attractive.
"The inclusion of Tivoli is definitely a plus, and I do not know whether there is anything comparable to that in Mercury," Craig said.
The other deciding factor, according to the analyst, is the cost. IBM said that it will offer discounts of up to 25 per cent to businesses migrating from Mercury.
"If IBM can make the cost compelling, I think it is going to be very successful," she said.
