Trafford Metropolitan Borough Council is to install £4m worth of SAP business software as part of a drive to modernise services.
The project forms part of Trafford's efforts to meet government targets for getting public services online by 2005.
Faced with ageing applications built for mainframes, an entire overhaul of the infrastructure was needed, according to Mark Gibbison, head of e-government at Trafford.
"The ongoing support costs, and the need to modernise, made it essential that we bought a modern, integrated enterprise system," he said.
Trafford will replace 12 bespoke applications with components from the mySAP.com business software range. These include financial, procurement, customer relationship management (CRM) and works management software.
"We opted for SAP because we felt that it was the only one offering a truly integrated system," said Gibbison.
Councils are increasingly realising the importance of integrating front- and back-office systems, explained Chris Leake, project manager at business process outsourcers HBS.
HBS has been working with Bedfordshire County Council to introduce a new CRM system.
"It is seen as sexy to introduce new ways of contacting councils, but it needs a reality check to ensure that citizens will use them," he warned.
Trafford will go live with its CRM system in January 2003. The financial system will follow in April, and the works management system in October.
