Greece is to liberalise all its telecomms services by 1 January 2001, three years after the majority of its fellow European countries. OTE, the state-owned telco had said it would not be able to finish modernising its network before 2003, but the European Commission began legal procedures against the country for failing to develop an independent telecomms authority.
