The code of conduct group, chaired by UK paymaster general Dawn Primarolo, found against 90 Tax breaks in other countries, including Belgium, Luxembourg, the Netherlands and Germany.
Nine UK measures scrutinised included capital allowances for small companies and tax breaks for the film industry and shipbuilding.
A number of tax schemes in the Channel Islands and the Isle of Man, however, were included among the 90.The report is not binding on member states and will be presented to Eurpean finance ministers on November 29.
