Handheld computer maker Psion has licensed its operating system, Epoc32, to Philips of the Netherlands. ALthough Epoc32 is widely seen as under threat from Microsoft's Windows CE system for palmtops, Philips will use it in a range of miniature data and messaging products and in a smartphone.
