Sites and addresses are checked by PC Tools servers and any threat is then displayed in the toolbar for you to see. You can then quickly analyse whether you want to take the risk and visit the site or even make yourself aware that the site poses a potential security problem for your machine.
Websites that are listed as potentially dangerous are those with excessive pop-ups, fraudulent practices like phishing and browser exploits. Anything you download is checked too, in case they harbour any adware or spyware.
