When you buy your new PC or a disc burner, the software you get with your drive is either a lite version of a popular disc-burning package or you get the full thing - along with all the video editing tools, photo manager, DVD creation suite and more. Install one of the more popular disc-burning suites and you'll find that your drive is full of media content. There are plenty of free burning tools around and they generally perform one function: they'll burn data and audio CDs.
FinalBurner 1.13 is a free burning package that will do the usual creating and burning of your data and audio CDs, but also will manage ISO images. It's not the best designed product and could do with a user interface upgrade. However, it's free and might be worth checking as an alternative to your existing burning software.
