The EU's security agency,
Enisa, has called on
the European Commission to develop a coherent pan-European strategy to enhance
the security and resilience of public communications networks.
In a new
report,
which is intended to serve "as a reference point at the hands of policy and
decision makers", Enisa analyses the rules, policies and practices existing in
each member state regarding the resilience of comms networks, and puts forward
recommendations and good practices for decision makers.
The report advises that member states should harmonise and simplify "
policies, tasks and competencies", making sure they are coherent and consistent
with each other.
"Sharing of knowledge and experiences are essential to improving resilience
of networks in a single market of e-communication networks," said the report.
"The European Commission should consider the development and implementation
of a coherent pan-European strategy and policy that is based on member states’
experiences."
The report also highlighted the need for more good practice guidance on
emerging issues. It called for new working groups to be set up under the
auspices of Enisa, which would cover themes such as information sharing
mechanisms and incident reporting procedures.
