The European data protection supervisor has backed the European Commission's plans to reform EU data protection laws, but has argued that all public and private sector companies handling data should be held more strongly to account.
Peter Hustinx was responding to the EC's communication on the review of data protection laws, and said that he shared the EC's view that a strong system of data protection is necessary.
However, Hustinx insisted on the introduction of mandatory data breach notification laws in all relevant industries and other measures to strengthen the rights of individuals.
The new framework must include incentives for data controllers in all organisations to include new tools in their business processes to ensure compliance, he said.
Hustinx also called for stronger powers for data protection authorities such as the UK's Information Commissioner's Office, as well as the inclusion of police and justice co-operation in the legal framework.
"If we want to strengthen citizens' rights over their personal data, we need to ensure that individuals remain in control and that data controllers proactively include data protection in their business processes," he said.
"There is also a crucial need for a comprehensive framework that includes the area of police and justice."
Hustinx added that the framework must be drawn up in a technology-neutral way.
