UK consumers would be able to keep their BT phone service while taking a data service down the same phone line from a rival operator, under proposals published today by telecoms regulator Oftel.
BT's local phone networks will be opened to competitors from 1 January next year, allowing other operators to offer data and voice services to homes using the telco's copper lines. These proposals would let consumers keep their BT phone service, while getting a data service from elsewhere.
Oftel has proposed a choice of two methods: One where BT, or Hull's incumbent operator Kingston Communications, would lease only the high-frequency spectrum to other operators, retaining the voice frequency; or competitors could take control of the whole line and lease back the voice frequency to the incumbent.
The watchdog said the move would increase choice for consumers and lower prices. The industry has until 21 November to comment on the proposals.
