UK telecoms watchdog Oftel said it will hold an industry meeting tomorrow to determine why operators are choosing not to install equipment for high-speed internet access.
BT has opened up 25 exchanges to rival operators to install their digital subscriber line (DSL) equipment, but only 14 have so far received firm orders from companies.
In recent weeks, many operators, including RSL Communications and Versatel, have all said they are abandoning plans to offer DSL services to UK consumers, blaming delays and cost.
Oftel has denied that the discussions are "crisis" or "emergency talks" but said it is part of the regulator's aim to be proactive and ensure that unbundling is a smooth operation.
"Last September, the operators indicated which exchanges they would like to install equipment in," said an Oftel spokesman. "But the number of firm orders that have been placed is less than that originally bid."
"We have taken the initiative to call the operators in to address any concerns with the unbundling process and to resolve any issues they may have," added the spokesman.
The watchdog said it expects that a number of operators could be waiting until the more popular exchanges are available, but will look to address any further issues.
