Internet ROAD BLOCK?...
Listen very carefully to the possible Network Level Opt_OUT option! The Web User (Customer) apparently will be asked BEFORE connecting to the Internet every time the Router is Recycled or Rebooted. (unless an opt-in or opt-out cookie is present?) If it is still the "uninterruptible Webpage" scenario... ? It "is" a "Browser Hijack" before being allowed to connect to the Internet. A ROAD BLOCK to ask for what?.
