The downloading issue is one all governments are struggling to tackle as pressure to maintain revenues for the entertainment industry is high on the agenda. So far all the methods proposed by the UK and its EU counterparts will lower citizens' freedom on the web.
In the UK, the government has outlined in its Digital Britain report a new role for Ofcom that will tackle illegal downloading. The government body will work with internet service providers to target file-sharers and send them written warnings.

Illegal downloading. Good for business?
Using illegal apps deprives small corps of revenue. But by surfing illegal sites you can see all the new stuff & try it before buying.It's free advertising for the big guys. Most of the illegal stuff is "tainted" but at least you can make your mind up before shelling out your hard earned cash. The big commercials don't give refunds.
