New gTLDs and .xxx domain hit by Icann delays

Plans for the new generic Top Level Domains (gTLDs) and the launch of the long-awaited domain for adult web sites known as .xxx have been delayed again, according to internet oversight body Icann.

In a statement released at the end of the organisation’s board meeting in Cartagena this week, Icann said it would now have to have an “extended meeting” with its Governmental Advisory Committee (GAC) in order to resolve any remaining concerns over the proposed gTLDs.

The GAC is comprised of representatives from more than 100 governments worldwide and intended to give them a voice in policy formation, said Icann.

If passed, the plans for gTLDs would allow the creation of any TLD with up to 64 characters, including regional suffixes, generic words and brand names, effectively allowing large brand owners with sufficient cash to become TLD registries.

“The GAC has made clear to the board that it has concerns about some issues needing resolution before the launch of new gTLDs,” said Peter Dengate Thrush, ICANN’s chairman of the board.

“So we have set up a consultation in February where directors and GAC members can engage face to face. We hope this will help expedite the resolution of these outstanding issues.”

The consultation, along with further revisions which have to be made to the final draft of the Applicant Guidebook, is set to further delay the rollout of gTLDs, which were slated for early 2011.

Also set for more delays is the controversial .xxx domain, which had been consistently scuppered by conservative American groups until an independent review declared that the Icann board's initial decision to deny its creation was wrong.

Icann is now saying it needs further consultation with the GAC over this domain, presumably again to iron out any remaining issues.
