Jointly developed by Washington State University and Microsoft, Paint.net is intended to be a replacement for the free MS Paint software provided with all Windows operating systems.
It offers many of the powerful features found in commercial editors, including the ability to work on multiple layers, full transparent PNG support, unlimited history, and a plethora of visual effects.
An interesting feature is the way each tool window becomes transparent when covering the image. This enables better implementation of effects and is something the big image editors are currently lacking.
New v3 features include a multi-document, tab-based interface, so you can open and edit more than one image. An improved and more powerful toolbar and user-definable colour palette are some of the other highlights.

Excellent program and its FREWARE, no nags, no registration
Highly recomended; it does everything Paint was supposed to do, in fact this was designed as its successor by a Microsoft funded project.

It's a good programme
Use this programme before you buy any image editor. It is a great taster for those considering purchasing 'Elements' or 'PaintShop Pro' etc. (Could we have feathered tools in v.4 please.)

great program!
Been using since it was version 2. the PDN community creates plugins all the time. Try magic wand for the selection, which is similar to the lasso. Lots of workarounds posted on the forum! Requires net 2.0, SP2. Now has custom brushes plugin! Real close to PS!

no photoshop, yet
tried playing with it tonight, but i still need the lasso tool to select with clicks, not as i drag the mouse.
