Maintaining a clutter-free hard drive is a constant battle, especially with the amount of storage available for modern PCs, internally and externally. Undeleted files and folders, cookies and unused files can begin to take a toll on system performance and the more software you install and remove, the longer it will take time for your system to boot.
When your hard drive becomes fragmented, slowdowns begin to occur because your hard drive is working harder than it needs to, sifting through folders and files that are not needed. It’s important to prevent your hard drive from becoming fragmented, as in severe cases it can cause crashes, slow start-ups and even system failure. Your new PC will start to act much more like an old PC, taking minutes to boot.
UltraDefrag is a simple, yet effective, opensource free defragmentation tool for Windows. It’s fast because it’s simple, without a fancy user-interface using up system resources.
The latest version ships with a better drive defragmentation tool, speed optimisations and much more.

Defraggler
I'm surprised that you didn't mention Piriform's Defraggler as one of the free alternatives. It's by the same people who do CCleaner.

Not recommended.
Not easy to uninstall and leaves a nag screen behind during startup, which I haven't yet been able to remove.
