There are plenty of basic photo manipulation and photo viewing tools, many of which are available for free. Most offer simple functionality for image viewing and management, but few offer anything more than a basic editing toolkit. There are times you’ll want to import your favourite photos and add a few effects, touch-up blemishes and then export for the Internet.

Paint.NET 3.2 is a fairly powerful and popular freeware photo editing tool. Initially designed as a more advanced replacement for the paint tool that ships with Windows, but has lately transformed in to a more advanced app with an extensive feature-set.
