CSS enables you to define particular styles and then apply those styles to particular areas across your website. Coding up a CSS isn't something you'll want to do using Notepad or a Notepad replacement. You'd be better using a dedicated tool. However, if you only want to get started, it's a good idea to try a basic free CSS editor.
