Well, there is, as PC World and others have a service desk to help users get the most from an old and slow PC.
If you were planning on building a collection of system service tools, there's no reason why you couldn't produce your own maintenance toolkit using a USB stick and a number of key portable applications. Take with you a portable Registry cleanser, a defragmentation tool, a recovery application and so on, and you have your own system toolkit.
